This program is supported with a Municipal Ordinance No. 2, Series of 2009 entitled : "Establishing the Municipal Information Technology Training Program in the Municipality of Mlang, Cotabato " authored by Honorable Ivy Martia Lei D. Ballitoc, Sangguniang Bayan Member, Chairman Committee on Education.

The program is implemented to  help the out-of-school youth and college drop-outs  whose parents can’t afford to send their children to study expensive education in colleges and universities. The implementation also includes computer literacy training to the barangay officials, professionals and grassroots women who have no background on information technology.
